These licenses were previously only available to medical marijuana dispensaries, but are now also available to other types of cannabis retailers, such as delivery services.

On Friday, September 21, 2018, the Massachusetts Cannabis Control Commission (CCC) held a public hearing and vote to approve initial licenses for cannabis delivery operators. The CCC initially disallowed delivery operators in 2018, but the State Supreme Court ruled on September 19, 2018 that local governments have no authority to ban delivery services. The CCC approved these changes and a new delivery license became available for the first time.
